ST. LOUIS – A St. Louis County man is facing charges for a crash on Interstate 70 last summer that claimed the life of a 3-year-old girl.

The crash happened just before 8:10 a.m. on July 25, 2024, near the Salisbury Street exit.

According to the St. Louis Metropolitan Police Department’s probable cause statement, Armond T. Clemons, 27, was driving a Dodge Challenger in the eastbound lanes, weaving in and out of traffic at speeds over 100 miles per hour. A 22-year-old woman and her young daughter were passengers in the car.

Police said the Challenger struck a 2020 International semi-truck that was also traveling eastbound.

The Challenger flipped multiple times and the 3-year-old was ejected from the vehicle.

The child was rushed to the hospital, where she was pronounced dead. She was later identified as Journi Harris of Jennings. Clemons and the child’s mother were also hospitalized but both recovered.

The St. Louis Circuit Attorney’s Office charged Clemons with first-degree involuntary manslaughter and armed criminal action. A circuit court judge signed a warrant for Clemons’ arrest on Feb. 5, 2025. The warrant does not have a bond.

However, Clemons was arrested days prior on Feb. 3 on unrelated charges. He’s currently in custody at the St. Louis City Justice Center.
