JEFFERSON COUNTY, Mo. – A Jefferson County, Missouri, man has been ordered to appear in court next month after being caught masturbating in the middle of an intersection in De Soto.
According to the De Soto Police Department’s probable cause statement, the incident occurred just after 8:40 p.m. on March 27 at the intersection of East Main and East Pratt streets.
Police said an officer arrived at the scene and found Ryan A. Burgess laying in the roadway with his genitals exposed and performing a sex act on himself.
That officer spoke with the victim who called authorities. She told the officer that she and another victim were driving on East Main toward a local business when they noticed Burgess in the road. The woman said Burgess pulled his pants down and began masturbating in front of her and the second victim.
The Jefferson County Prosecuting Attorney’s Office charged Burgess with first-degree sexual misconduct. Burgess was issued a criminal summons to appear in court on Wednesday, July 16.
