ST. LOUIS – A St. Ann, Missouri, man is accused of disgustingly lewd behavior toward female patrons during a concert at Delmar Hall earlier this week.

The St. Louis Circuit Attorney’s Office charged Harlan Lowe, 30, with first-degree sexual misconduct and fourth-degree assault. Lowe remains jailed on a $10,000 cash-only bond.

According to the St. Louis Metropolitan Police Department’s probable cause statement, the incident happened on Tuesday. Police went to the concert venue in the 6300 block of Delmar Boulevard at 9:30 p.m. on Wednesday to obtain additional information about the investigation. Officers met with a deputy sheriff, who was working a secondary security gig at the venue the night of the incident.

The deputy said Delmar Hall staff told him of a disturbance inside the venue. Authorities learned Lowe allegedly exposed his genitals to an underage female, touched her back with his genitals, and ejaculated on her.

Police said multiple witnesses at the venue told the deputy and officers the victim described what had happened to her and that she ran to the bathroom to clean herself. The victim had asked one of the witnesses to escort her to her vehicle. Another witness told police he saw Lowe press his genitals against the backside of multiple women at the venue. Those women moved away from Lowe, but he continued his behavior. When confronted by a staffer, Lowe allegedly became irate and attempted to assault said staffer.

The sheriff’s deputy said he went to detain Lowe, but Lowe grabbed the deputy’s vest, forcing him to use pepper spray to subdue Lowe.
