ST. LOUIS – A man who admitted to throwing rocks at cars from an overpass onto Interstate 64 in St. Louis has been placed on probation.

Phillip Carter, 39, pleaded guilty on Jan. 3 to four counts of second-degree assault and four counts of property damage in connection with several rock-throwing incidents.

On Thursday, Carter was ordered to serve a suspended three-year probation term, according to a news release from the St. Louis Circuit Attorney’s Office.

An indictment originally charged Carter with 22 counts of assault, armed criminal action, and property damage. He pleaded guilty to eight criminal charges.

Investigators say the charges stem from several rock-throwing incidents between January and February 2023. Carter reportedly threw rocks that struck passing cars on I-64 near the Hampton Avenue overpass, though no injruies were ultimately reported.

Prosecutors dismissed several counts of armed criminal action, property damage and assault in December. The Circuit Attorney’s Office noted that Carter had no prior criminal history and was unhoused at the time of the offenses. He has also served 20 months in jail awaiting trial.
