ST. CLAIR COUNTY, Ill. – Canteen Township, Illinois, trustees are asking for the town supervisor to resign, claiming she was using town money for personal reasons. 

“I also received an anonymous package in the mail with documents and bank statements,” Township trustee Rickie Thomas said. 

Those bank statements for the town in St. Clair County show multiple transactions in July 2023 at Horseshoe Casino in St. Louis. It totals about $1,000. 

The township board of trustees discussed these accusations in an executive session in August. 

In the executive session minutes seen by FOX 2 News, township supervisor Sally Rodriguez admitted to the transactions, calling them an accident. 

“I have the same exact bank with the same exact card,” she said.

Rodriguez went on to say that her personal card and the township card also had the same exact pin. 

“It’s a complete excuse. How can you go to the casino five times and make a mistake and use the township debit card five times?” Thomas said.

The township’s attorney said in that executive session that there is no lost money to recover. A township official tells FOX 2 that any money taken was repaid very quickly. 

After that executive session, Thomas made a motion asking Rodriguez to resign. With a vote of 2 to 1, it passed but is non-binding. We contacted the one no-vote who said, “No comment.” 

“By her being an elected official, we can’t force her resignation,” Thomas explained. 

To this date, Rodriguez has chosen not to resign. She declined an interview but said she plans to ask the township lawyer to publicly release the executive session minutes and more from an investigation into the matter. 

Accident or not, trustee Ann Rodgers says it doesn’t change her opinion. 

“This is not judgement to the supervisor, number one. This is for the best interest of the community that you actually step down,” she said. 

Rodriguez said she will make her request to release more documents on Nov. 27.
