ST. LOUIS COUNTY, Mo. — Richmond Heights is marking a significant milestone today as it welcomes Reginald Finney as its new mayor. Finney makes history as the first African American elected to this position in the city. His swearing-in ceremony is scheduled for tonight at 7:30 at the Richmond Heights City Hall.
