ROLLA, Mo. – Two men are behind bars after they allegedly stole from a Rolla business damaged in the aftermath of Friday evening’s tornadoes.

The Phelps County Prosecuting Attorney’s Office has charged Ryan Stagner, 47, and Michael McClearn Sr., 60, each with one felony count of stealing ($750 or more).

According to court documents obtained by FOX 2, officers arrested Stagner and McClearn around midnight Sunday after observing suspicious activity near a tornado-stricken area.

A probable cause statement alleges that both Stagner and McClearn were climbing a wall into the back parking lot near the 1300 block of Forum Drive, where a Price Chopper grocery store sustained storm damage.

When officers made contact with two suspects, later identified as Stagner and McClearn, they noticed both were wearing gloves and also found a Dodge truck nearby loaded with privacy fence panels.

Police then determined that several six-foot privacy panels had been damaged in the storms one night earlier. Officers contacted a Price Chopper employee who confirmed that the damaged panels belonged to property owners, and the owners sought to pursue charges.

Per court documents, Stagner initially gave a fake name to officers, continually looked away when confronted, and was observed with a large cut to his leg. Police later learned he had an active parole violation.

Meanwhile, McClearn allegedly told officers that he was in the back alley of the Price Chopper earlier in the day and was told by individuals, whom he assumed were store employees, that they were throwing away fence panels and he could take them if he wanted. However, McClearn never sought permission from the property owners or store management.

Investigators estimate the stolen panels were worth around $1,200, noting the panels could either be used at a private home or resold for profit.

In addition to the theft charge, Stagner also faces a charge for unlawful possession of drug paraphernalia after police reportedly found him in possession of a syringe and methamphetamine, per court documents.

Stagner and McClearn are both scheduled for court appearances on Tuesday.

The National Weather Service confirmed that an EF-2 tornado struck Rolla during Friday’s severe storms.
